I think the mask in your link is just using a single fabric which has black lace on top of a silver background fabric, but not sure. If that's the case, you'd just need to buy a white (or any color) half-mask --or make one (see below) then cover it with the fabric, probably brushing on a tacky white glue as an adhesive.
Or... you could create a ';double fabric'; first by applying the lace to the silver fabric with glue and applying that to the mask, or you could apply each layer to the mask separately.
The feathers (and everything but the fabric) could probably be purchased in a craft store. They could be applied with hot glue (or hot glue and white glue in slightly different places), or by sewing on, etc.

you start with a clear half mask in most craft stores, then you go to fabric store get lace fabric, now you take spray adhesive spray on to mask then lay lace over it press in to place. then after that drys you can spray on clear sealer found in craft stores or hardware stores. next you glue on black ostrich feathers (looks like 2 ) go with a heavy or thick paste glue then lay a rhinestone on top of that, once dry you are through.
